Akbar adopted the policy of reconciliation and mutual understanding for the followers of different religions. He tried to develop harmony among all. for this, he founded a new religion called 'Din-i-llahi' based on the common points of all religions. Similarly, the Achaemenid Persian Empire first expanded under the leadership of Cyrus the Great, who utilized a strategy of religious and cultural tolerance to maintain law and order. In alignment to his philosophy, Cyrus reversed practice by allowing the Jews, who had been relocated by ther Babylonians, to return to Israel and establish a tributary state. While this might appear to be an act of generosity, it was probably a calculated move on part of Cyrus to ensure Jewish loyalty. Cyrus was also tolerant toward the Babylonians as well.
